From the Baltic Sea to the Adriatic Sea: How Are European Transport Corridors Reshaping Regional Economies?
The inaugural meeting of the EU Baltic-Adriatic Transport Corridor Forum was held. This article analyzes the development logic and regional impact behind it, and explores its reference significance for Africa.
A Gathering About a Super Corridor
On 19 November 2024, the first meeting of the Baltic-Adriatic European Transport Corridor (BSAS ETC) Forum was held in Brussels. The meeting was chaired by European Coordinator Anne Elisabet Jensen, with representatives of member states, regions, and rail, port, airport, and multimodal infrastructure managers in attendance. Hungary, Croatia, and southern Italy were officially included in the corridor extension, an important signal from the meeting — this transport artery connecting Northern and Southern Europe is expanding to a wider area.
Why Is a Super Corridor Needed?
This corridor is one of the nine corridors of the EU's Trans-European Transport Network (TEN-T), and its goal is to connect the Baltic Sea coast with the Adriatic Sea coast through high-speed rail, freight-only lines, and modern roads. The core logic behind the EU's push for this plan is to enhance the competitiveness of rail transport, shift more freight from road to lower-carbon rail, and reduce the time costs of cross-border logistics.
However, the current situation still has obvious shortcomings. Research shows that about 7% of the corridor's rail network is not electrified, 15% of freight lines have axle load standards below 22.5 tons, and 11% of lines have insufficient loading gauges. On the road side, 4% of sections lack separated lanes, and 6.4% have at-grade intersections. These technical parameters directly affect transport efficiency and safety, and also mean that cross-border transport may slow down or be interrupted at multiple points.
Filling in Missing Lines and Nodes
According to the preliminary results of the 2024-2026 corridor study, about 300 kilometers of core lines must be put into operation by 2030. These include Austria's Koralm Railway and Semmering Tunnel, which will bring new railway access to the Alpine region; a new line connecting Slovenia's Port of Koper with Croatia's Port of Rijeka; and the high-speed railway between Brno and Břeclav in the Czech Republic. By 2040, another more than 450 kilometers of extension lines will need to be completed, distributed across Poland, the Czech Republic, Austria, Slovenia, and Italy.
In addition to lines, several key nodes remain to be built: the Central Communication Hub airport and rail-road intermodal terminal near Warsaw, Poland's Zajączkowo Tczewskie rail-road terminal, and Zagreb's rail-road intermodal terminal in Croatia. These nodes will become the core of multimodal transport, enabling efficient connections between rail, road, ports, and airports.
Upgrading Is Not Just for "Connection", But for "Speed"The corridor's performance depends not only on whether hardware is in place, but also on operational efficiency. For cross-border freight trains, the border dwell time, punctuality rate, and ability to operate 740-meter-long trains are still less than ideal. The study recommends adopting a more transparent KPI system and systematically analyzing the operational and administrative obstacles that cause delays. Similarly, road transport also faces bottlenecks in urban areas: several sections—including the S6 expressway in the Gdańsk region of Poland, the D1 motorway in Bratislava, motorways around Vienna, and the M1 motorway in Hungary—have been flagged as capacity-constrained.
Sustainability is also a key issue. EU standards require rest areas every 60 kilometers along highways, safe parking areas every 150 kilometers, and dynamic weighing stations every 300 kilometers. Multimodal terminals need to be able to handle 740-meter-long freight trains and standard loading units. Core airports need to be equipped with pre-conditioned air and electrical power at their stands, but at present only 4 of the 16 airports have aircraft ground power capability. Urban nodes, for their part, need to adopt sustainable urban mobility planning, with a focus on zero-emission vehicles and clean fuels.
Europe's experience, Africa's mirror
As a media outlet observing African development, we pay particular attention to the demonstration effect of this European process. Although Europe and Africa differ in their geopolitical and economic conditions, several practices in Europe's governance of cross-border corridors are worth learning from for Africa:
- Institutionalized coordination: The EU appoints European Coordinators and establishes corridor forums, enabling multiple countries and diverse stakeholders to participate jointly in planning and decision-making, which helps eliminate the fragmentation of standards in cross-border projects.
- Data-driven prioritization: Corridor studies use a unified methodology to assess the current state of railways, roads, ports, and nodes, identify key bottlenecks, and thereby guide the sequencing of investment.
- Phased targets: Setting clear milestones for 2030 and 2040 gives long-term planning verifiable progress.
The African Continental Free Trade Area (AfCFTA) provides an institutional framework for regional integration, but "hard connectivity" remains a weak point. Europe's corridor model reminds African countries that they need to align technical standards as early as possible in cross-border transport projects, so as to avoid inconsistent railway gauges, electrification, or axle-load standards undermining the effectiveness of connectivity. In fact, Africa already has several regional corridor projects, such as the Northern Corridor in East Africa and the coastal corridor in West Africa. If they can draw on this corridor-wide research approach, they may be able to channel limited resources into the most critical bottleneck sections.
A key node
The first forum of the Baltic-Adriatic Corridor is, on the surface, a "meet-and-greet," but in essence it is the starting point from which the EU moves transport corridor governance from planning to implementation. As new tunnels under the Alps and port connections gradually come on stream around 2030, this corridor will transform from a line on the map into an economic lifeline that genuinely affects the flow of goods and factors of production. It could become a key node in Europe's infrastructure narrative over the next decade—not an isolated project, but a model of institution-driven regional integration. For Africa, understanding this model may be more beneficial to long-term development than receiving more aid.
