Spatial Differentiation of Rural Industrial Integration in China and Policy Implications
Based on data from 31 Chinese provinces from 2012 to 2022, research shows that the level of rural industrial integration has been continuously improving, but regional differences are significant, with the eastern region leading the central and western regions.
What Happened
A quantitative study on the integration of rural industries in China was published in *Scientific Reports* in 2025. The study constructed an evaluation index system covering the "four chains"—industrial chain, supply chain, value chain, and innovation chain—and used panel data from 31 Chinese provinces from 2012 to 2022 to measure the level of rural industry integration across regions. It also analyzed the spatial distribution characteristics and influencing factors using ArcGIS, exploratory spatial data analysis, and the Tobit model.
Development Logic
Since the 2015 Central Document No. 1 first proposed "promoting the integrated development of primary, secondary, and tertiary industries in rural areas," China has provided strategic guidance at the policy level for ten consecutive years. The report of the 20th National Congress of the Communist Party of China in 2022 and the *Rural Revitalization Standardization Action Plan* in 2023 both emphasized strengthening rural industry integration. The study points out that rural industry integration can achieve compound nonlinear growth in development speed through multiplier effects and network synergies, making it an effective path to address issues such as rural "hollowing out," high production costs, difficulty in increasing farmers' incomes, and conflicts between resources and the environment.
Significance for Local Development
The study found that the level of rural industry integration continuously improved from 2012 to 2022, but with significant regional disparities: the eastern region had the highest level of integration, followed by the central region, and the western region the lowest. This indicates that the integration process is closely related to the stage of economic development, the completeness of infrastructure, and the industrial base. The benefits of integration include attracting talent and capital back to rural areas, reversing rural hollowing out; reducing agricultural production costs and stimulating new momentum; expanding channels for increasing farmers' incomes; and promoting a transition from high-energy-consumption models to environmentally friendly models.
Impact on Regional Development
The study revealed significant spatial polarization and clustering characteristics—high-level provinces and low-level provinces are spatially clustered rather than randomly dispersed. This suggests that the "siphon effect" or "diffusion effect" between regions may exacerbate development imbalances. The study recommends cross-regional exchanges and cooperation, where high-level regions export their experience to low-level regions, thereby driving overall improvement. This model has direct guiding significance for the coordinated regional advancement of China's rural revitalization strategy.
Potential Impacts over the Next 5 to 15 Years
The study provides a quantitative basis for policy-making. In the future, with the deepening coordination of the "four chains," rural industry integration is expected to further reshape China's agricultural industry landscape. The eastern region may take the lead in forming modern agricultural industry clusters, while the central and western regions can catch up by learning from experiences and leveraging their unique resources. If the interest linkage mechanism is improved, the level of integration will continue to rise and may become an important engine driving rural modernization and urban-rural integration. The sustainability of this trend depends on the intensity of policy implementation and the depth of regional cooperation, but the study has already demonstrated that integration itself possesses strong endogenous momentum.
