Africa's Critical Minerals: A Strategic Leap from Resource Endowment to Global Competitiveness

The global energy transition is driving a surge in demand for critical minerals. Africa is rich in resources but has limited refining capacity. This article analyzes how Africa can leverage infrastructure and industrial policy to turn its mineral advantages into long-term development momentum.

Global energy transition is redrawing the resource map. Critical minerals such as lithium, cobalt, manganese, and rare earths have become the "new oil" of low-carbon economies and digital technologies. Yet supply is highly concentrated, while Africa—despite its abundant mineral deposits—remains marginal in the global processing chain. The Brookings Institution's "Africa in the World: 2026 Outlook" report notes that Africa contributes 76% of global manganese and 69% of cobalt, but in refining, its share is only 9% for copper and less than 5% for other critical minerals. This pattern of "rich in ore, poor in processing" is both a challenge and an opportunity.

Why is this a strategic opportunity?

Explosive growth on the demand side is the fundamental driver. By 2040, global lithium demand will be 4.5 times current levels, and graphite demand 2.3 times. Supply, by contrast, is highly concentrated: the world's top three producers control more than 50% of output for most minerals, with China accounting for 60% of global extraction and 91% of processing (such as separation and refining). The COVID-19 pandemic and geopolitical tensions have exposed the fragility of supply chains, prompting countries to seek diversified and trustworthy sources. Africa is one of the most promising candidates—but the window of opportunity is fleeting.

Africa must not repeat the "resource curse." In the past, many resource-based economies relied on primary exports and failed to convert extractive revenues into structural development. The current critical minerals wave offers Africa a chance to change that path: using mining as a catalyst to drive systematic upgrades in infrastructure, industrial capacity, and human capital.

Mining corridors: beyond the mines themselves

Mining development cannot be separated from energy and transport infrastructure. For example, the railway and port financing needs for Guinea's Simandou iron ore project are at least $6 billion, while the Lobito Corridor, which connects mineral exports from the DRC, requires about $2.4 billion in investment. Many regional projects under the Program for Infrastructure Development in Africa (PIDA) framework are linked to mining exports and are expected to require $360 billion in investment by 2040.

But infrastructure built solely to serve mines is costly and short-sighted. The Brookings report stresses that infrastructure design should "serve both the mines and the broader economy." Only by laying out secondary roads, industrial parks, and urban facilities along mining corridors can the true multiplier effect be unleashed. Morocco's Tanger Med port is a typical case: port development was accompanied by industrial zone development, and today it attracts 1,200 companies, creates 110,000 jobs, and generates $15 billion in annual exports. The port itself was not the miracle; what truly changed the picture was complementary infrastructure and the business environment.

Jobs and local supply chains: growth beyond miningMining's direct employment is limited. It is estimated that by 2040, copper, cobalt, nickel, and lithium mines will add about 286,000 new formal jobs. But Boston Consulting Group estimates that every US$1 billion in mining and processing investment can create 3,000 to 6,000 direct jobs, and drive US$210 million to US$280 million in GDP growth, US$70 million to US$100 million in annual government revenue increases, and about US$100 million in surrounding infrastructure investment. Local suppliers and downstream industries are the main sources of employment.

Cases where localization has achieved results are worth learning from. Ghana's local mining procurement reached US$2.67 billion in 2020, accounting for more than half of mining revenue. However, local content regulations in many countries have failed to take effect due to insufficient regulation and lack of capacity among local suppliers. In response, the report recommends establishing supplier development funds (such as South Africa's Zimele program), introducing technology through joint ventures (such as cases in Burkina Faso and Tanzania), and leveraging the African Continental Free Trade Area (AfCFTA) to help local enterprises scale up.

Value Chain Leap: From Ore to Refining

The key to growth in Africa's mining value lies in enhancing processing capacity. The African Development Bank's value chain analysis shows that local investors can start with rare earth concentrate processing and gradually climb to higher value-added stages such as smelting, processing, and refining. The International Energy Agency estimates that if Africa can achieve this transition, by 2040 the value of Africa's mineral market will increase by nearly three-quarters over today's US$120 billion. This requires firm investment in skills training, improved transport infrastructure, and a stable political and economic environment.

Regional Connectivity and the Future Landscape

Large mining corridors are reshaping Africa's geo-economic landscape. The Simandou project, the Lobito Corridor, and cross-border power grids, railways, and ports under the PIDA framework not only serve mining exports but may also become the backbone of regional integration. Combined with AfCFTA's market integration effects, Africa is expected to form several new industrial clusters and growth poles.

Over the next 5 to 15 years, global demand for clean energy technologies will continue to grow, and Africa's mineral resource endowments and labor advantages will make it a key node in global supply chains. If supporting policies are in place, this will not only change Africa's division of labor in the global economy, but also create a large number of high-quality employment opportunities for the young population, driving urbanization and human capital accumulation.

Long-Term Perspective: Key Junctures in the Growth Story

The significance of the critical minerals boom for Africa goes far beyond the level of "selling more ore." It represents a test of a development model: whether resource-rich countries can escape dependence on primary exports and climb to higher positions in the value chain through strategic investment, regional cooperation, and capacity building. The Brookings report reminds us that Africa needs to act quickly while avoiding a blind "mineral rush." If successful, this will become a decisive chapter in Africa's growth story over the next decade—not only powering its own development, but also providing reliable and diversified support for the global energy transition.
